Overview

The second Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons will be held from 27 November to 1 December 2023 at United Nations Headquarters in New York. The dates and location were decided upon by the first Meeting of States Parties at its 6th plenary meeting on 23 June 2022 (see TPNW/MSP/2022/6, para. 27) and confirmed by the United Nations General Assembly in its resolution 77/54 of 13 December 2022.

Mr. Juan Ramón de la Fuente (Mexico) was elected as President of the second Meeting of States Parties at the first Meeting of States Parties at its 6th plenary meeting on 23 June 2022 .

An enhanced version of the report of the Scientific Advisory Group on the status and developments regarding nuclear weapons, nuclear weapon risks, the humanitarian consequences of nuclear weapons, nuclear disarmament and related issues has been prepared with generaous financial support to the United Nations Office for Disarmament Affairs from Kazakhstan.

President

Dr. Juan Ramón de la Fuente is a distinguished scholar who has served as Mexico’s Permanent Representative of Mexico to the United Nations (2019-2023) and Minister of Health (1994-1999), as well as Rector of the National Autonomous University of Mexico (UNAM), where he currently is an Emeritus Professor.

A graduate of UNAM’s School Medicine and the Mayo Clinic in Minnesota, Dr. de la Fuente has worked closely with the United Nations System and has held various posts since the 1980s; he has been a Consultant for the World Health Organization (WHO) on addiction and mental health related issues; Vice-President of the World Health Assembly in Geneva, and Chairman of the Board of UNAIDS.

Dr. de la Fuente has also worked with UNESCO as member of the Board for Latin America and the Caribbean on Higher Education, and as President for the International Association of Universities (IAU). In 2008, he was elected to Chair the Board of the United Nations University in Tokyo.

He is the recipient of Mexico’s National Prize for the Sciences and the Arts, the highest recognition of the Mexican Government for intellectual achievements, and has been granted honorary doctorates from 11 countries.
