In accordance with the Article 11, paragraph 2, of the Convention and pursuant to the relevant decision of the Second Meeting of States Parties (13 to 16 September 2011, Beirut, Lebanon) the Third Meeting of States Parties took place in Oslo, Norway, from 11 to 14 September 2012,

Pursuant to the established practice and the provisions of resolution A/RES/63/71 of the General Assembly, the Secretary-General of the United Nations convened the Third Meeting of States Parties (3MSP) by a note verbale circulated in March 2012 as follows:
