Following consultations with BWC States Parties and a silence procedure, the Meetings of Experts are postponed to a date not earlier than April 2021, due to the COVID-19 pandemic.

Overview

The 2019 BWC Meetings of Experts took place at the Palais des Nations in Geneva from 29 July to 8 August 2019

The 2017 BWC Meeting of States Parties agreed on an intersessional programme from 2018 to 2020 consisting of annual Meetings of States Parties and Meetings of Experts. The MSP agreed that the Meetings of Experts would be open-ended and will consider the following topics:

Biological Weapons Convention – Meeting of Experts

Overview

The 2015 Meeting of Experts was held in the Palais des Nations in Geneva from 10 to 14 August 2015. The meeting opened at 10:00 on Monday 10 August in Room XVIII and closed on Friday 14 August.

The Meeting of Experts was chaired by Ambassador Mazlan Muhammad of Malaysia. In accordance with the decision of the Seventh Review Conference, the meeting considered three standing agenda items (cooperation and assistance, with a particular focus on strengthening cooperation and assistance under Article X; review of developments in the field of science and technology related to the Convention; and strengthening national implementation), as well as the biennial item of How to strengthen implementation of Article VII, including consideration of detailed procedures and mechanisms for the provision of assistance and cooperation by States Parties.

Biological Weapons Convention – Meeting of Experts

Overview

The 2012 Meeting of Experts was held in the Palais des Nations from 16 to 20 July 2012. The meeting opened at 10:00 on Monday 16 July and closed at 12.00 on Friday 20 July. The meeting was held in Room XVIII.

The Meeting of Experts was chaired by Ambassador Boujemâa Delmi of Algeria. In accordance with the decision of the Seventh Review Conference, the Meeting of Experts addressed standing agenda items on:

  • Cooperation and assistance, with a particular focus on strengthening cooperation and assistance under Article X;
  • Review of developments in the field of science and technology related to the Convention;
  • Strengthening national implementation.

The Seventh Review Conference decided the Meeting of Experts would also discuss how to enable fuller participation in the Confidence-building Measures (CBMs).

Biological Weapons Convention – Meeting of Experts

Overview

The 2010 Meeting of Experts was held in the Palais des Nations from 23 to 27 August 2010. It was chaired by Ambassador Pedro Oyarce of Chile. In accordance with the decision of the Sixth Review Conference, the Meeting of Experts discussed, and promoted common understanding and effective action on the provision of assistance and coordination with relevant organizations upon request by any State Party in the case of alleged use of biological or toxin weapons, including improving national capabilities for disease surveillance, detection and diagnosis and public health systems.

Biological Weapons Convention – Meeting of Experts

Overview

The 2008 Meeting of Experts was held in the Palais des Nations from 18 to 22 August 2008. Ninety-six States Parties participated in the meeting, along with four signatory states and three observer states. A range of international organizations, scientific and professional associations, commercial industry and NGOs were also represented.

The Meeting of Experts was chaired by Ambassador Georgi Avramchev of the former Yugoslav Republic of Macedonia. In accordance with the decision of the Sixth Review Conference, the Meeting of States Parties (1- 5 December 2008) will consider the work of the Meeting of Experts to discuss, and promote common understanding and effective action on:

1. National, regional and international measures to improve biosafety and biosecurity, including laboratory safety and security of pathogens and toxins.

2. Oversight, education, awareness raising, and adoption and/or development of codes of conduct with the aim of preventing misuse in the context of advances in bio-science and bio-technology research with the potential of use for purposes prohibited by the Convention.

Outcome

The 2008 Meeting of Experts was completed successfully on 22 August. The Meeting adopted its report by consensus.

The 2014 Meeting of Experts was held in the Palais des Nations from 4 to 8 August 2014. The meeting opened at 10:00 on Monday 4 August in Room XVIII and closed on Friday 8 August.

The Meeting of States Parties was chaired by Ambassador Urs Schmid of Switzerland. In accordance with the decision of the Seventh Review Conference, the meeting considered three standing agenda items (cooperation and assistance, with a particular focus on strengthening cooperation and assistance under Article X; review of developments in the field of science and technology related to the Convention; and strengthening national implementation), as well as the biennial item of How to strengthen implementation of Article VII.

The 2013 Meeting of Experts was held in the Palais des Nations from 12 to 16 August 2013. The meeting opened at 10:00 on Monday 12 August in Room XIX and closed at 12.40 on Friday 16 August.

The Meeting of Experts was chaired by Ms. Judit Körömi of Hungary. In accordance with the decision of the Seventh Review Conference, the Meeting of Experts considered three standing agenda items (cooperation and assistance, with a particular focus on strengthening cooperation and assistance under Article X; review of developments in the field of science and technology related to the Convention; and strengthening national implementation), as well as the biennial item of how to enable fuller participation in the Confidence-building Measures (CBMs).

Biological Weapons Convention – Meeting of Experts

Overview

The 2007 Meeting of Experts was held in the Palais des Nations from 20 to 24 August 2007. The meeting was open to all States Parties and signatories to the Biological Weapons Convention. States not party to the BWC and intergovernmental organizations participated in the meeting as observers. Non-governmental organizations attended public sessions of the meeting.

The Meeting of Experts was chaired by Ambassador Masood Khan of Pakistan. In accordance with the decision of the Sixth Review Conference, the Meeting of Experts discussed, and promoted common understanding and effective action on:

1. Ways and means to enhance national implementation, including enforcement of national legislation, strengthening of national institutions and coordination among national law enforcement institutions.

2. Regional and sub-regional cooperation on implementation of the Convention.

Launch of the Implementation Support Unit: The ISU was officially launched at a reception on the frist day of the meeting, at 17:30 on Monday 20 August in the Escargot Bar in the Palais des Nations.

Biological Weapons Convention – Meeting of Experts

Overview

The 2009 Meeting of Experts was held in the Palais des Nations from 24 to 28 August 2009. It was chaired by Ambassador Marius Grinius of Canada. In accordance with the decision of the Sixth Review Conference, the Meeting of Experts was to, with a view to enhancing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes, discuss, and promote common understanding and effective action on promoting capacity building in the fields of disease surveillance, detection, diagnosis, and containment of infectious diseases:

  • For States Parties in need of assistance, identifying requirements and requests for capacity enhancement; and
  • From States Parties in a position to do so, and international organizations, opportunities for providing assistance related to these fields.

Report of the Meeting

At its closing session on Friday 28 August, the meeting adopted its report by consensus.
