Convention on Certain Conventional Weapons – Protocol V Meetings of Experts

Overview

The 2020 Protocol V Meeting of Experts will take place on 28 September 2020 in Room XIX at the Palais des Nations. Ambassador Yury Ambrazevich of Belarus will chair the Meeting of Experts as President of the Fourteenth Conference of the High Contracting Parties to Protocol V.

The final report of the 2019 Thirteenth Annual Conference of the High Contracting Parties to Protocol V provides guidance and direction for the work of the Experts to be undertaken in 2020.

The main issues that will be addressed at the 2020 Meeting of Experts include:

1. Article 4 on “Recording, retaining and transmission of information” and generic preventive measures, under the overall responsibility of the President-designate of the Fourteenth Conference;
2. National reporting, under the overall responsibility of the President-designate of the Fourteenth Conference;
3. Victim assistance, under the overall responsibility of the Coordinator on victim assistance;
4. Clearance of explosive remnants of war,under the overall responsibility of the Coordinator on clearance and technical assistance.

BACKGROUND
This page contains information on the mandate, structure and activities of Protocol V Meetings of experts - an informal implementation mechanism established by the First Conference, as stipulated in paragraph 38 of its Final Document (CCW/P.V/CONF/2007/1), as follows: "The Conference decided to establish a mechanism for consultation and cooperation consisting of informal meetings of experts, chaired by Coordinators, on issues such as:
  1. clearance;
  2. cooperation and assistance;
  3. generic preventive measures;
  4. reporting;
  5. requests for assistance with the aim to connect needs with resources. The meeting should aim at fostering cooperation and assistance between those requesting assistance in dealing with the problems posed both by existing and future ERW and those in a position to provide assistance;
  6. universalization;
  7. victim assistance;
  8. any other relevant issue."

2011 MEETING OF EXPERTS

The Meeting of Experts for Protocol V was held from Wednesday, 6 April to Friday, 8 April 2011 in Conference Room XVIII, Palais des Nations, United Nations Office at Geneva.

"The Conference decided to establish a mechanism for consultation and cooperation consisting of informal meetings of experts, chaired by Coordinators, on issues such as:

  1. clearance;
  2. cooperation and assistance;
  3. generic preventive measures;
  4. reporting;

Overview
The Protocol V Meeting of Experts took place from 3 to 4 April 2014. This year Ambassador Katerina Sequensova of the Czech Republic is the Chairperson-designate of the Eighth Conference. Attached here is a letter from Ambassador Sequensova outlining the preparations for the Meeting of Experts. The Coordinator on generic preventive measures this year is Colonel Jim Burke of Ireland. Attached here is the letter from Colonel Burke outlining his preparations for the Meeting of Experts. The Coordinator on National Reporting, Major Aviateur Lode Dewaegheneire of Belgium, has sent a letter to all States Parties encouraging them to submit their Protocol V national annual reports for 2014 and outlined his preparations for the session of the Meeting of Experts on national reporting. During the session on national reporting there was a discussion on a new reporting template for cooperation and assistance. The proposed reporting template is attached here.
