<p><strong>BACKGROUND</strong><br>Pursuant to the relevant decisions of the High Contracting Parties to the Protocol, the Third Conference was held in Geneva on 9 and 10 November 2009 under the presidency of Ambassador Hamid Ali Rao of India. The Conference took place in the Palais des Nations, United Nations Office at Geneva.
