Overview

The 2024 Meeting of the High Contracting Parties to the Convention took place in Room XIX of the Palais des Nations, Geneva, Switzerland from 13 to 15 November 2024. It was chaired by H.E. Yuri Sterk, Permanent Representative of Bulgaria to the UN Office and other International Organizations in Geneva.

Participants at the meeting are invited to read and familiarize themselves with the Code of Conduct to prevent harassment, including sexual harassment, at UN system events.

On 16 October 2024, the CCW Implementation Support Unit circulated an aide-mémoire providing information on attending the 2024 Meeting of the High Contracting Parties to the Convention. Alongside this aide-mémoire, the CCW ISU also circulated slides containing information on e-deleGATE.

The regulation of Incendiary Weapons under International Humanitarian LawOrganized by the Geneva Branch of the Office for Disarmament Affairs.

Incendiary weapons, generally defined as those relying on incendiary agents to produce their effects, have been a feature of armed conflict for centuries. While the devastating humanitarian consequences of such weapons are well recognized today, they nonetheless continue to be employed in modern warfare. Despite regulatory efforts, most notably Protocol III of the Convention on Certain Conventional Weapons (CCW), concerns remain regarding the enduring humanitarian consequences of incendiary weapons and the adequacy of CCW Protocol III to address the full spectrum of incendiary weapons and their effects.

This side event will provide participants with insights into the origins of CCW Protocol III, examining its scope and limitations, and highlighting areas it addresses—or leaves unaddressed as well as other applicable treaty and customary rules under international humanitarian law and disarmament law. Participants will be invited to reflect upon recommendations from the publication aimed at strengthening protection and addressing humanitarian concerns related to incendiary weapons, with a particular focus on CCW Protocol III.

An Implementation Guide for the Convention on Certain Conventional Weapons and its Protocols This event is aimed at raising awareness among delegations and other interested stakeholders of the upcoming publication of the Implementation Guide for the Convention on Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects (CCW) and its Protocols.

The Guide - to be published in the first half of 2025 - will provide information about how States can implement obligations under the CCW and its Protocols, will offer guidance on processes, policies and plans to follow to enable a State to approach the task of domestic implementation and will provide practical examples and guidance on implementation measures on the CCW and the specific protocols they are considering joining. The Guide is being developed by UNODA and expert consultants.
