<p><strong><br>BACKGROUND</strong><br>Pursuant to the decision of the Meeting of the High Contracting Parties to the Convention (Geneva, 7-13 November 2007), as stipulated in paragraph 39 of its Report (CCW/MSP/2007/5), the Second Conference was held in Geneva on 10 and 11 November 2008 under the presidency of Ambassador Edvardas Borisovas of Lithuania.<br></p>
