In accordance with the Article 11, paragraph 2, of the Convention and pursuant to the relevant decision of the First Meeting of States Parties (9 to 12 November 2010, Vientiane, Lao People's Democratic Republic) the Second meeting of States Parties took place in Beirut, Lebanon, from 13 to 16 September 2011, Pursuant to the established practice and the provisions of resolution A/RES/63/71 of the General Assembly, the Secretary-General of the United Nations convened the Second Meeting of States Parties (2MSP) by a note verbale circulated in March 2011 as follows:
