Overview

The Seventh Meeting of States Parties of the Convention on Cluster Munitions will take place from 4 to 6 September 2017 in Geneva, at the Palais des Nations. 

Pursuant to the decision of the First Review Conference and to the provisions of General Assembly resolution 70/54, the Secretary-General of the United Nations convened these meetings by note verbale:

DATE AND VENUE

The Seventh Meeting of States Parties to the Convention on Cluster Munitions will take place from 4 to 6 September 2017 in Geneva, Switzerland, Palais des Nations, Conference Room XIX.Website of the Convention on Cluster Munitions Implementation Support Unit.

PARTICIPATION 

States willing to participate should send, through their Permanent Mission, a Note verbale to the United Nations Office for Disarmament Affairs stating their interest in participating in the Meeting and listing all participants, with indication of full name and title of the members of the delegation. The head of delegation should be clearly indicated.

International and regional organizations and civil society representatives should send a letter stating their interest in participating in the Meeting and listing all participants, with indication of full name and title of the members of the delegation. The head of delegation should be clearly indicated.

In accordance with Article 14, paragraph 1, of the Convention, “the costs of the Meetings of States Parties […] shall be borne by the States Parties and States not party to this Convention participating therein, in accordance with the United Nations scale of assessment adjusted appropriately”.

SILENCE PROCEDURE NEW

The Seventh Meeting of States Parties to the Convention on Cluster Munitions (Geneva, 4–6 September 2017) decided to designate Ambassador Hernán Estrada Roman, Permanent Representative of Nicaragua to the United Nations in Geneva, as President of the Eighth Meeting of States Parties.By note verbale dated 15 December 2017 addressed to all Permanent Missions to the United Nations of States Parties to the Convention on Cluster Munitions, Ambassador Hernán Estrada Roman, Permanent Representative of Nicaragua to the United Nations in Geneva, informed to have decided to step down from his position as the Ambassador Extraordinary and Plenipotentiary and Permanent Representative of Nicaragua to the United Nations Office in Geneva.It is the understanding of the Coordination Committee that the Republic of Nicaragua represented by Ambassador Hernan Estrada Roman had been elected as President of the Eighth Meeting of States Parties rather than Ambassador Estrada Roman in his personal capacity. It is also the understanding of the Coordination Committee of the Convention that Ambassador Estrada’s resignation as Nicaragua’s representative to the United Nations in Geneva carries no connotation that Nicaragua is no longer the President of the Eight Meeting of the States Parties to the Convention and that it is expected that Nicaragua would appoint a representative to preside the Eighth Meeting of States Parties.BY this notification of 19 February 2018, the United Nations Secretariat conveyed the above understanding of the Coordination Committee to all States Parties of the Convention.Following a silence procedure that lasted until COB Tuesday 20 February 2018 and during which the United Nations Secretariat received no objections to the above understanding, Nicaragua will continue to hold the Presidency of the Eighth Meeting of the States Parties and will appoint a representative to preside the Meeting.
