Second Review Conference of States Parties to the Convention on Cluster Munitions

The first part of the Second Review Conference of States Parties to the Convention on Cluster Munitions will take place from 25- 27 November 2020 in fully virtual format.

Organization of the meeting: This meeting will be entirely virtual and have three sessions a day: 10:00-12:00; 13:00-15:00 and 16:00- 18:00 CEST.

Virtual Participation: Delegationswill be able to participate in the Meeting through the Interprefy platform. Delegates merely following the proceedings will do so through live webcast on UN TV.

  1. Participation through Interprefy: Delegates who are expected to take the floor will participate through the remote simultaneous interpretation platform Interprefy. This platform allows delegates to follow the meeting in all six official languages of the United Nations, and take the floor remotely with full interpretation on the six official languages. Each delegation will receive two connections – one for the primary speaker, and another for the alternate speaker. Other delegates will follow through webcast.
  2. Live webcast: Other members of the delegation who wish to follow the proceedings can do so through live webcast on http://webtv.un.org/, which will be available in all six official languages of the United Nations.

Registration by Note Verbale: A Note Verbale with the details of the composition of the delegation to the Second Review Conference should be submitted to the CCM Secretariat at ccm@un.org by Wednesday 18 November 2020. In the NV, please specify who are the two primary and alternate speakers who should receive access to Interprefy. These Note Verbales will be used to compile the List of Participants, which will be revised to include participants to the second part of the Second Review Conference in February.

IMPORTANT: We have previously received Note Verbales for the Second Review Conference from some delegations. We ask all delegations to please resubmit revised Note Verbales with the information required above for Interprefy purposes. The Secretariat is not in a position to reach out to each delegation individually to request this information thus prompt action by delegations is necessary.

Registration in Indico: The two delegates who will be connected through Interprefy are requested to also register on the Indico page: https://indico.un.org/event/20104/ by 20 November 2020. Please indicate your personal email address (i.e. not a generic Mission/delegation email address), so that a personalized Inteprefy link will be shared prior to the meeting. This link cannot not be forwarded to others. Forwarding the link will create connection problems and jeopardize the meeting for all participants. Participants are encouraged to join the meeting earlier and test their connection from 9am each day. Attached please find the recommended practices for participants in remote meetings, which each participant is expected to follow.

Silence Procedure (November 2020): Due to the COVID-19 health situation, States Parties, through silence procedure held in November 2020, agreed that the Second Review Conference of the Convention on Cluster Munitions will take place in two parts: from 25 to 27 November 2020 in virtual format and from 4 to 5 February 2021 in hybrid format at the Palais des Nations in Geneva, Switzerland.


Silence Procedure (February 2020): At the Ninth Meeting of the States Parties to the Convention on Cluster Munitions (2 to 4 September 2019), States Parties decided that the Second Review Conference would take place from 16 to 20 November 2020 (CCM/MSP/2019/13, p.69). To respond to a number of logistical constraints, the States Parties, through silence procedure held in February 2020, agreed to move the dates of the Review Conference to 23 to 27 November 2020.
